Summary

Licensees must demonstrate compliance with dose limits for individual members of the public by measuring or calculating the total effective dose equivalent, or by showing that annual average concentrations of radioactive material released do not exceed specified values. The Nuclear Regulatory Commission sets criteria for license termination, including radiological criteria for unrestricted use, which requires residual radioactivity to result in a total effective dose equivalent (TEDE) not exceeding 25 mrem (0.25 mSv) per year. Sites may be considered for license termination under restricted conditions if further reductions in residual radioactivity would result in net public or environmental harm, and institutional controls and financial assurance are in place.
