Summary

The California Department of Water Resources is requested to clarify the peer review process for the design and proposed operations of the Delta Conveyance project, as required by the Delta Reform Act. The Delta Independent Science Board (Delta ISB) had previously expressed major concerns about the project in 2014, including overly optimistic expectations, uncertainties, and inadequate evaluation of climate change and sea-level rise effects. The current 90-day comment period for the Draft Delta Conveyance EIR is deemed insufficient for a peer review, and the Department is urged to provide model outputs in a suitable format for review. Any peer review panel convened under the Department's authority would be subject to the requirements of the Public Works Project Peer Review Act of 2013.
