Summary

Low- and middle-income countries face socio-economic, environmental, and governance challenges, and the international community provides billions of dollars to address these issues. However, "throwing more resources" may be insufficient, and foreign governments, international organizations, and NGOs have created tools to influence reform efforts. A 2014 survey of 6,750 policymakers and practitioners in 126 countries examined the influence of over 100 external assessments of government performance on policymaking. The survey identified 5 global trends: external assessments can influence reform efforts, but some are more influential than others; influence is strongest at the agenda-setting stage; familiarity with an assessment delivers an influence dividend; influencing reform efforts is easier in some policy domains than others; and geography matters, with varying levels of assessment uptake across regions and countries.
