Summary

The study examines the long-run effectiveness of regional policy in promoting economic growth in lagging regions, using Soviet city growth as a case study. It finds that temporary policies, such as wartime evacuation of industry, have short-lived effects, while massive investments in production facilities and infrastructure, like those made using Gulag labor, can permanently shift the geography of economic activity. The presence of a Gulag camp increases city size in the long run, especially if prisoners worked in manufacturing, mining, or construction. The study suggests that significant and permanent changes to market access are needed to reshape the spatial economy in the long run.
