Summary

The Clean Air Act, first enacted in 1955 with major revisions in 1970, 1977, and 1990, is the principal statute addressing air quality concerns. The act requires the EPA to set health-based standards for ambient air quality, set deadlines for achieving those standards, and establish national emission standards for large sources of air pollution. It also mandates emission controls for 187 hazardous air pollutants, establishes a cap-and-trade program to limit acid rain, and requires the prevention of significant deterioration of air quality in clean areas. Additionally, the act implements the Montreal Protocol to phase out ozone-depleting chemicals and establishes a comprehensive permit system for major sources of air pollution.
