Summary

Poverty in the workforce, or the "working poor," is a significant issue in Hong Kong, with over 1.1 million people living in poverty, more than half of whom are from working poor households. Despite the implementation of a statutory minimum wage in 2010, the situation has not improved, with 170,600 working poor households in 2012, accounting for 10.1% of the population. The median income of the richest 10% of households is 26 times that of the poorest 10%, and nearly 30,000 children live in poverty, with over 70% from working poor households. Oxfam Hong Kong recommends a "Low Income Family Subsidy" to ensure low-income workers with dependent children can maintain a decent standard of living without relying on Comprehensive Social Security Assistance (CSSA), which could help relieve inter-generational poverty.
