Summary

The security situation in Abyei remains calm but volatile, with a force of 120-150 Sudanese oil police deployed in the Diffra oil complex, violating the 20 June 2011 Agreement and Security Council resolutions. The 2012-2013 annual migration of Misseriya nomads through Abyei commenced without significant incidents, with UNISFA facilitating the migration and interacting with community leaders. However, tensions between the Misseriya and Ngok Dinka communities remain, with incidents of violence and intimidation reported, including an attack on Misseriya tribal leaders and a UNISFA staff member being killed. Commercial activity between the two communities has increased, but interactions remain tense. The African Union High-level Implementation Panel has proposed a referendum to resolve the final status of Abyei, with the Government of South Sudan accepting the proposal and the Government of Sudan rejecting certain provisions.
