Summary

The economy of Belarus is recovering from the crisis, with marginally positive growth in 2009 and falling inflation. The budget deficit was below 1% of GDP, and foreign exchange reserves rose, but the current account deficit increased to almost 13% of GDP. A new oil supply agreement with Russia cuts the subsidy on oil imports, which could worsen the 2010 balance of payments and fiscal deficits by almost 4% of GDP without offsetting measures. The authorities propose to increase domestic prices of oil products and restructure the oil refining industry to reduce subsidies, and have agreed to a package of fiscal, exchange rate, and credit policy measures to offset the impact of the oil shock.
