The UN Security Council adopted Resolution 2318 on November 15, 2016, recalling previous resolutions on Sudan and South Sudan, reaffirming commitment to sovereignty, independence, and territorial integrity, and reiterating the need for peaceful resolution of territorial disputes. The Council urged the governments of Sudan and South Sudan to implement the Temporary Arrangements for the Administration and Security of the Abyei Area, and to reinvigorate progress towards normalization of relations. The resolution expressed support for African Union efforts to ease tension and facilitate negotiations, and reaffirmed previous resolutions on protection of civilians, children, and women in armed conflict. The Council stressed the need for effective human rights monitoring, and urged the parties to cooperate in allowing the UN Interim Security Force for Abyei to fulfill its responsibilities. The resolution also recognized the importance of regular dialogue between the governments of Sudan and South Sudan, and called upon all parties to engage constructively in the process mediated by the African Union towards a final agreement on the status of the Abyei Area.
