Summary

The Self-Defence Units (SDUs) were formed in 1991 by the African National Congress (ANC) to protect township communities from violence, particularly between ANC and IFP supporters, due to the police being perceived as part of the problem. The SDUs were intended to be an organized, disciplined para-military force guided by political leadership and accountable to the communities they served. A code of conduct was drawn up to make the SDUs accountable and transparent, but it was not approved by SDU members and failed to take into account the complex dynamics of township life. The SDUs have a purely defensive character and operations, unlike their predecessors, such as the Makgotla and people's courts, which had dual functions of policing and adjudication. The history of informal community policing structures in South Africa dates back to the establishment of townships, with various forms of enforcement options being used, including private police forces and vigilantes.
