Rural Development plan for operations in absence of appropriations:
- Employees will be furloughed or moved to Excepted or Exempted categories
- Functions and activities will be executed according to applicable statutes, regulations, and policies
- OMB guidance prohibits incurring obligations unless authorized by law or necessary for orderly termination
- Anti-Deficiency Act prohibits incurring obligations in advance of or exceeding an appropriation
- Limited exceptions include protecting life/property, orderly shutdown, or implied payment activity
- Certain activities will continue despite a lapse in appropriations, including excepted activities and necessary implications
- Plan includes discussing the plan with labor unions, informing employees of work status, and orderly shutdown of non-excepted operations
- Excepted activities will continue, including servicing existing loans and providing financial services support
- Loan closings and disbursements will be rescheduled after return to normal operations, except for emergency purposes or protecting Government's interest.
