Summary

Ofsted and the Care Quality Commission conducted an inspection of Brighton and Hove's implementation of disability and special educational needs reforms. The inspection found that the local area puts children and young people with special educational needs and/or disabilities at the centre of its vision, resulting in strong outcomes and well-supported families. Leaders evaluate the local area's effectiveness well, and joint commissioning is a particular strength. Co-production with families is well-embedded, and services have a positive impact on children and young people's lives. However, leaders acknowledge that more needs to be done to support families who do not meet thresholds for formal plans, particularly those with children presenting with mental health difficulties. The inspection also found strengths in early identification of special educational needs and/or disabilities, with excellent delivery of the healthy child programme and robust screening supporting early identification.
