Summary

A 2008-09 survey of 166 state-owned and 29 locally or privately operated juvenile facilities found that an estimated 12% of youth reported experiencing one or more incidents of sexual victimization by another youth or facility staff in the past 12 months. About 2.6% of youth reported an incident involving another youth, and 10.3% reported an incident involving facility staff. Approximately 95% of all youth reporting staff sexual misconduct said they had been victimized by female staff. Thirteen facilities were identified as "high rate" and eleven as "low rate" based on the prevalence of sexual victimization. Rates of reported sexual victimization varied among youth, with 10.8% of males and 4.7% of females reporting sexual activity with facility staff. Youth with a sexual orientation other than heterosexual reported significantly higher rates of sexual victimization by another youth.
