Summary

SEBI has simplified the procedure for issuing duplicate securities certificates, making it more efficient and investor-friendly. The new requirements include submitting a copy of the FIR or police complaint, issuing an advertisement in a widely circulated newspaper, and submitting an affidavit and indemnity bond. However, if the value of the securities does not exceed Rs. 5 lakhs, these requirements can be waived. Overseas security holders can provide a self-declaration of lost or misplaced certificates, duly notarized or apostilled. The RTA or listed company must seize and deface fake or forged certificates and take out a special contingency insurance policy to safeguard the company's interests. Duplicate securities will be issued in dematerialized mode only. The new provisions come into effect immediately, superseding the earlier RTI Circular No. 1 (2000-2001) dated May 9, 2001.
