Summary

Federal income tax and transfer system is progressive, but less research exists on state and local level progressivity. State and local tax revenue is large, accounting for 7% of GDP, and includes sales and property taxes, which are often considered regressive. This paper examines how state and local taxes and transfers contribute to redistribution across US households, finding that while federal income taxes and transfers are progressive, state and local tax-transfer systems are close to proportional on average, but with substantial heterogeneity. The state tax base impacts progressivity, with property and consumption taxes typically being regressive and income taxes typically being progressive. Predictors of state and local progressivity include Democrat-leaning and more ethnic diversity leading to more redistribution, and higher median income, larger top income and poverty shares leading to less redistribution.
