Summary

Il Commissario presenta proposte per la revisione della spesa pubblica per il triennio 2014-2016, con l'obiettivo di ottenere risparmi significativi senza stravolgere il "welfare state" e senza tagli all'educazione pubblica. I risparmi lordi massimi previsti sono di 7 mld nel 2014, 18 mld nel 2015 e 34 mld nel 2016. Tuttavia, l'effettiva realizzazione di questi importi dipende dagli obiettivi di bilancio e riduzione della tassazione. Il Commissario sottolinea anche la necessità di utilizzare cifre più basse per evitare sorprese, soprattutto nel 2014, e di considerare gli effetti sulle entrate e sul quadro macroeconomico. Il cronoprogramma proposto prevede la decisione politica sulle misure di risparmio entro marzo-aprile 2014, la finalizzazione delle proposte per il 2014 e la chiusura del quadro macro entro aprile 2014, e la presentazione dei programmi dettagliati di riforma per il resto del triennio entro settembre 2014.
