Scope of Responsibility:

Internal Audit Procedure:

- Councillors: Three councillors conduct quarterly audits following a defined procedure, ensuring no consecutive audits by the same pair. The audit checks previous reports, bookkeeping, standing orders, risk management, budget controls, income, payroll, assets, and bank reconciliations.
- Internal Auditor (IA): An independent IA is appointed annually to assess the adequacy of council records, procedures, systems, internal control, regulations, risk management, and reviews. The IA inspects accounts at year-end, completes relevant Annual Return pages, and provides a separate report detailing findings.

Review of Effectiveness:

The Council conducts an annual review of its internal control system based on inputs from:

- Full Council: Identifying new activities.
- Clerk/Responsible Financial Officer: Managing risks and developing internal controls.
- Internal Auditor: Providing a written report (in addition to the Annual Return) outlining findings and recommendations.
- External Auditors: Finalizing checks using the Annual Return and issuing an audit certificate.
