Summary

The State Government had 71 departments with a budget of ` 2,55,321 crore and total expenditure of ` 2,26,197 crore in 2014-15. Revenue expenditure increased by 8% from ` 1,58,147 crore in 2013-14 to ` 1,71,027 crore in 2014-15, while capital expenditure increased by 163% from ` 20,273 crore to ` 53,297 crore during 2010-15. There were persistent savings of more than ` 100 crore in 18 cases, with total savings of ` 12,314.12 crore in 2014-15. The State received ` 32,691.47 crore in grants-in-aid from the Government of India in 2014-15, which was 16.90% of the total revenue receipts. The audit process included risk assessment, annual audit planning, and inspection reports, with 2,039 drawing and disbursing officers and 162 autonomous bodies audited in 2014-15. However, there was a lack of responsiveness from the Government to inspection reports, with many audit findings remaining unsettled.
