The Surface Transportation Board (STB) was audited for compliance with regulations and policies in several administrative areas. Key findings and actions taken are:

1. Employee Leave Requests:
- Problem: Unscheduled absences were not consistently documented with written requests, as required by STB policy. Employees used a sign-in/out log, and supervisors did not always review it.
- Action Taken: STB revised the sign-in/out form to include employee certification of unscheduled leave and directed supervisors and timekeepers to review logs.

2. Travel Cards:
- Problem: One employee abused travel card privileges, charging $1,704 for personal expenses. STB was not monitoring monthly expenses for misuse.
- Action Taken: STB reprimanded the employee, canceled his travel card privileges, and began monitoring Citibank activity reports. The Chairman was recommended to periodically confirm compliance with DOT travel card policy.

STB concurred with the findings and actions taken, and the Office of Inspector General considered them responsive to the recommendation. The audit covered fiscal year 2003 through March 31, 2004, and was conducted in accordance with Government Auditing Standards.
