Summary

The cannabis industry in Canada has significantly contributed to virgin plastic manufacturing, consumption, and waste since legalization in 2018, with a standard 3.5-gram package of dried cannabis coming packaged in over 70 grams of plastic. Despite 98% of Canadians having access to recycling facilities, only 9% of consumed plastic is recycled, and 86% of plastic in recycling bins is discarded in landfills. This report analyzes eight strategies to minimize waste while limiting risks to public health and safety, and recommends that Health Canada pursue three strategies: introducing an Extended Producer Responsibility program and consignment and recycling system, standardizing cannabis packaging, and removing child-resistance from non-psychoactive cannabis products.
