Summary

The European Labour Authority (ELA) Working Group on Mediation held its second meeting on 23 April 2021. The meeting covered three main items: updating the group on negotiations with the Leading Delegations of the Administrative Commission (LD-AC) regarding a cooperation agreement, presenting an overview of expert views, and discussing key features of the ELA mediation procedure. The ELA and LD-AC are working towards a cooperation agreement, with the first meeting held on 8 March 2021, and a dedicated Working Party to be organized by the AC in June. The ELA clarified its competences in the area of mediation, respecting the competences of the AC, and aiming to reconcile divergent points of view between Member States. Experts provided input on 12 issues, which will be taken into account when drafting Rules of Procedure and discussing the cooperation agreement. The discussion also focused on the role of National Liaison Officers (NLOs) and the need for flexible deadlines. A representative from the European Commission presented views from national SOLVIT centres, emphasizing the need for a short and effective procedure. The meeting concluded with a presentation and discussion of the key features of the ELA mediation procedure.
