Summary

The Seattle Office of City Auditor contracted with MEF Associates to conduct an evaluability assessment of the Seattle Youth Violence Prevention Initiative (SYVPI) to determine if it's ready for an evaluation of its effectiveness. The report concluded that due to design and implementation issues, a rigorous evaluation of SYVPI's effectiveness from 2009 to present is not possible. The report identified strengths, including research-based program components and dedicated staff, but also outlined steps for SYVPI to get ready for a future evaluation. The City Auditor's office recommended five actions for the Executive and City Council to support a future evaluation: ensuring clear goals, supporting a youth violence needs assessment, monitoring progress, ensuring an adequate data system, and requiring regular reporting on evaluation readiness.
