The Chancellor also stated that the school director or owner is not authorized to assess the epidemiological situation or predict hospitalization rates. This authority lies with the Health Board or the Government, which can implement measures to restrict movement or close schools if necessary.

The Chancellor concluded that the implementation of distant learning should be justified and proportionate to the epidemiological situation, and that the school should ensure that distant learning provides the same quality of education as contact learning.
