Technical Cooperation Program between France's Direction Générale de l'Aviation Civile (DGAC) and Bosnia and Herzegovina's Directorate of Civil Aviation (BHDCA).

Objectives:
- Promote and develop technical cooperation in civil aviation.
- Implement International Civil Aviation Organization standards and European Union aviation regulations.

Cooperation:
- Exchange information and techniques.
- Send French experts to Bosnia and Herzegovina for training missions.
- Receive Bosnian experts in France for training missions.
- Activities and cost-sharing to be agreed upon by both parties.

Confidentiality and Copyright:
- Exchanged information and jointly developed techniques are confidential.
- Copyright for existing documentation, software, and manuals belongs to the developing party.
- Prior written approval required for use, copying, or disclosure of such documents.

Steering Committee:
- Comprises representatives from DGAC and BHDCA.
- Meets at least once a year, alternately in France and Bosnia and Herzegovina.
- Decisions made by consensus; unresolved issues reported to parties for discussion.
- Each party responsible for its own costs and expenses.

Missions and Powers:
- Determine annual cooperation programs and action plans.
- Define methods for completing and following up programs.
- Analyze implementation questions and decide budgets and financing plans.
- Areas of cooperation to be detailed in appendices.

Amendments and Disputes:
- TCP and appendices may be amended by mutual agreement.
- Amendments to be formally established in writing and signed by both parties.
- Disputes to be resolved through mutual agreement and written agreements.
