Planning Commission meeting #928 held September 12, 2016 at Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, PA. July 11 and August 1, 2016 meetings canceled due to no submissions.

Motion approved to amend June 6, 2016 minutes per Lawless's motion and Check's second. J.G. Petrucci Co., Inc. submitted preliminary land development plan for 48,600 sq ft building (42,100 sq ft warehouse, 6,500 sq ft office) on Township Line Road. Plan includes 33 parking spaces (20 future), underground detention basin within 60 ft setback, five loading docks, drive-in door, four trailer spaces. Township requires 69 off-street parking spaces; developer requested 16 additional spaces. Plan proposes two access driveways to Township Line Drive with visibility concerns due to road curvature. Developer requested waiver for 17 ft cartway width and deferral for sidewalks. Most trees to be removed; developer must provide buffering and plantings meeting tree replacement requirements. Shade Tree Commission noted tree replacement not met. Concerns raised about truck traffic increase; developer signed truck access signage directing traffic south. Plan requires trip generation calculations and turning templates.

LVCC Phase II – Lot 13B conditional use plan for 10,900 sq ft daycare relocating existing facility. Enrollment: 172 children (infant to preschool). Proposed 80 ft right of way with 24' southbound cartway and 20' northbound cartway. Maximum building height 23 ft with proposed cupula. Front parking area designated for daycare; rear for UPS/mail trucks. Lighting from 5:00 a.m. to 9:00 p.m. Daycare operates 6:30 a.m. to 7:00 p.m. Motion approved to recommend approval of conditional use plan subject to compliance with Hanover Engineering's September 9, 2016 recommendations.
