Summary

The International Tracing Instrument (ITI) aims to enable states to identify and trace illicit small arms and light weapons, but its operationalization is impeded by challenges such as identification, marking, record-keeping, and information sharing, as well as emerging technological trends and contextual factors. A UNIDIR project examined options to support the ITI's operationalization, reviewing past recommendations and identifying concrete options for states, with the goal of contributing to ongoing discussions on the way forward for the ITI. The project resulted in a policy-oriented report presenting recommendations related to preconditions, implementing tracing operations, and domestic and international assistance and cooperation tools and mechanisms.
