Tynron Community Council Minutes: November 15th, 2021.pdf

Attendees: Sue King-Smith (Chair), Mary Newbould (Treasurer), Sue Hall (Secretary), Linda McDonald, Keith Lewis, Peigi Romano.

Approval of Previous Minutes: The minutes from September 20th, 2021 were approved.

Matters Arising:
- Glass recycling: Due to noise, broken glass, and rubbish concerns, a glass recycling bin at the village hall car park is no longer feasible. The planned D&GC glass deposit scheme will be implemented in July 2022.
- KPT DT E-bikes: Peigi Romano is reviewing Tynron's position.

Police Report:
- Fuel oil theft in Thornhill area.
- Several cases of fly tipping reported; TCC has no authority to address these issues as they fall under land owner responsibility.

Treasurer's Report:
- Total expenses: £699.15 (including email hosting, hall running costs, Zoom, planters, and website hosting).
- Pending transaction: £14.42.
- Income: £0.
- Bank balance: Uncleared - £22,295.74; Cleared - £22,281.35; Reserved Funding - £8,627.03 (including DGC Covid/CR grant and KPTJCBF windfarm income).

Secretary's Report:
- Scotland’s fourth National Planning Framework (NPF4) consultation until March 31st, 2022. TCC is encouraged to engage and formulate a response.

Local Planning Matters:
- Kirkland Steading: Mary Newbould will draft a report for DGC planning team by November 26th, addressing previous concerns. She will circulate links to relevant documents beforehand. TCC expresses concern over possible structural changes to a Listed Building without proper consent.

JCBF and KPT Updates:
- Revised minimum contribution from each parish to KPT DT accepted (40% after ANCBC funding). Meeting on November 22nd to discuss payments.
- Three Villages café successful; community garden development at old tennis courts.
- Affordable Housing project: Architects appointed, meeting scheduled for November 16th. Mary investigating potential sites in Tynron for inclusion in the next Local Development Plan.
- Interpretation boards for KPT villages prepared; proposed siting points discussed (A702 pull-in). Action: Chair to inquire about board placement and consider extending pull-in space.

KPT Review:
- Working group meeting decided to hold an EGM to review Tynron's future in KPT. Tynron will not pay further funds until community discussion and resolution.

Windfarm Updates:
- Sanquhar II Public Inquiry concluded; no decision expected until Spring 2022.
- SP Energy Networks proposing overhead cable grid connection for Euchanhead wind farm (planning stage). Routing consultation available from November 22nd to December 17th. Action: Secretary to respond on behalf of Tynron Community.
