Summary

Unmanned aircraft systems (UAS) are pilotless aircraft controlled wirelessly, with the entire system including the pilot, data links, and aircraft. The Federal Aviation Administration (FAA) regulates UAS use in the National Airspace System, categorizing domestic use into model, public, and civil categories. Model UAS are for hobby or recreational use and are not regulated, while public UAS require a Certificate of Authorization and advanced flight training. Civil UAS are authorized on a case-by-case basis and require a licensed pilot and certified aircraft. In Colorado, there are no state laws specifically pertaining to UAS, but some entities, such as the Mesa County Sheriff's Office and the University of Colorado, are authorized to fly UAS for public use. Two bills concerning UAS were introduced in the 2015 legislative session, but one was postponed indefinitely and the other is pending.
