District Samba has a plan for waste management and water quality management. The waste management plan includes 9 action points:
1. Collection, segregation, and treatment of waste, with 100% collection in most areas and segregation at source using color-coded dustbins.
2. Strengthening capacities of Urban Local Bodies (ULBs), with a need for trained staff and safety gear.
3. Notification and implementation of by-laws, with all by-laws notified and implemented.
4. Awareness campaigns, with public awareness camps, leaflets, hoardings, and media advertisements.
5. Monitoring and review, with quarterly reports submitted to higher authorities and monthly review meetings.
6. Community mobilization, with involvement of students, anganwadi workers, and religious preachers.
7. Formation of Ward Sanitation Committees, with 56 committees constituted.
8. Making ULBs dustbin-free, with 100% door-to-door collection using color-coded dustbins.
9. Implementation of SWM rules, with necessary notifications issued.

The plan also prioritizes waste treatment for the next 30 years, with 6 priority areas:
1. Purchase of tools and machinery for waste collection and transport.
2. Construction of solid waste management treatment plants.
3. Establishment of e-waste collection centers.
4. Establishment of C&D waste collection centers.
5. Establishment of plastic waste collection centers.
6. IEC activities for awareness and education.

The total budget requirement for these priorities is approximately 22.08 crores.

The water quality management plan includes 3 action points:
1. Rejuvenation of water bodies, with 89 ponds to be desilted and planted.
2. Awareness campaigns, with public awareness camps and media advertisements.
3. Monitoring and review, with regular monitoring by District Administration and higher authorities.
