Utah's legislative interim meetings were held on November 15, 2023, and other dates as noted. The Administrative Rules Review and General Oversight committee discussed charter school authorization requirements and commercial use of inedible game products. They opened a committee bill file to adopt recommended changes to the authorization timeline and to recommend that the Legislature authorize all administrative rules except for certain portions of rule R657-5-20.

The Business and Labor committee received presentations on various topics, including an alcohol quota study and draft legislation on behavioral health licensing amendments, charitable solicitations act amendments, commercial filing amendments, consumer lender notification amendments, consumer review fairness amendments, corporate dissolution amendments, division of consumer protection amendments, employment of minors amendments, healthcare malpractice prelitigation hearing amendments, insurance amendments, international licensing amendments, physician assistant practice amendments, and state construction and fire codes amendments.

The committee approved several draft legislation bills for the 2024 General Session, including behavioral health licensing amendments, charitable solicitations act amendments, commercial filing amendments, consumer review fairness amendments, corporate dissolution amendments, division of consumer protection amendments, insurance amendments, international licensing amendments, physician assistant practice amendments, and state construction and fire codes amendments.

Other committees, including Education, Government Operations, Health and Human Services, Judiciary, and Natural Resources, Agriculture, and Environment, also met and discussed various topics. The Legislative Water Development Commission, Murdered and Missing Indigenous Relatives Task Force, Native American Legislative Liaison Committee, and other committees also held meetings.

A list of committee bills for the 2024 General Session was provided, and the Davis School District harassment settlement was discussed. The settlement agreement between the district and the U.S. Department of Justice was summarized, and the requirements of the settlement, including reporting requirements and student involvement in proposed policy changes, were discussed.
