Summary

Section 101 of the John R. Lewis Voting Rights Advancement Act restores and updates Section 2 of the Voting Rights Act, prohibiting race-based discrimination in voting, and codifies existing protections, including the "totality of the circumstances" standard for vote dilution claims. Section 102 incorporates a "retrogression" standard to prevent backsliding of minority voting rights. Section 103 expands the judicial "bail in" remedy, allowing courts to retain jurisdiction over jurisdictions that violate federal voting rights laws. Section 104 establishes a new geographic preclearance coverage formula, which covers states and political subdivisions with 15 or more voting rights violations in the previous 25 years, and allows jurisdictions to "bail out" of coverage after 10 years with a clean voting rights record.
