Summary

California's investor-owned utilities initiated 67 public safety power shutoffs from 2013 to 2021, affecting over 3.6 million customers, and have nearly 40,000 miles of bare power lines in high fire-threat areas, which contribute to the need for power shutoffs. Despite utilities making improvements to reduce wildfire risk, they would have only addressed 4% of bare power lines in high fire-threat areas if all 2020 improvements consisted of replacing them. The state needs to prioritize areas for utilities to address, and a 2022 law requires utilities to identify sections of line regularly affected by power shutoffs and plans to reduce their need and impact. However, the law could be strengthened, and the Energy Safety Office's approval process for utilities' wildfire mitigation plans does not ensure improvements are in high fire-threat areas. The California Public Utilities Commission's audits also do not ensure utilities comply with safety rules, and it has not used its authority to penalize utilities for violations.
