Summary

The NHS has agreed on a strategy to improve black and minority ethnic (BME) representation in leadership and the wider workforce, with a goal to match BME representation in the workforce by 2028. The latest WRES data shows an increase in BME staff, but a persistent gap in representation at higher levels. To close this gap, the NHS aims to increase recruitment and progression of BME staff, with a stretching but achievable aspiration to reach leadership equality by 2028. Local NHS organizations will set their own goals, tailored to their circumstances and workforce composition, to support delivery of the national goal. Arm's length bodies, including NHS Improvement and NHS England, will lead the way and work towards the system-wide aspiration.
