The Fourth Ordinary Session of the Specialized Technical Committee on Transport, Transcontinental and Interregional Infrastructure, and Energy (STC-TTIIE) was held in Zanzibar, Tanzania, from 12-15 September 2023. The theme was "Accelerating Infrastructure to Deliver on the AU Agenda 2063 Aspirations." The ministers recognized the need to address barriers to universal infrastructure services, including policy, regulatory, financial, technical, and capacity challenges. They acknowledged the need for harmonized strategies, strengthened cooperation, and accelerated project implementation to achieve the AU Agenda 2063 goals. The ministers commended the successful organization of several events, including COP27, the PIDA Dakar Finance Summit, and the Africa Climate Summit. They agreed to reiterate, urge, and call for various actions in the transport sector, including the implementation of the Single African Air Transport Market (SAATM), the harmonization of the Yamoussoukro Decision, and the completion of the ratification process for several charters and protocols. They also adopted several reports, terms of reference, and implementation roadmaps, and requested the African Union Commission (AUC) to implement various roadmaps and develop continental policies and standards for sustainable urban mobility and green ports.
