Summary

New Zealand has a strong response to modern slavery, with relatively strong criminal justice mechanisms and positive measures introduced since 2018, including criminalising forced marriage and launching a national action plan. However, there are opportunities for further action, such as strengthening survivor support and addressing modern slavery in government and business supply chains. The 2023 Global Slavery Index estimates that 8,000 individuals are living in modern slavery in New Zealand, with a prevalence of 1.6 people per 1,000. Forms of modern slavery reported in New Zealand include forced labour, forced sexual exploitation of adults, commercial sexual exploitation of children, and forced marriage. Vulnerability to modern slavery is largely driven by low acceptance of migrants and systemic discrimination against temporary migrant workers.
