UNESCO hosted the Europe and North America Regional Consultation on Human Rights Guiding Principles on State obligations regarding private schools in Paris on March 13-14, 2017. The consultation, attended by over 50 participants from civil society, governments, and private schools, aimed to develop Guiding Principles to ensure private schools do not exacerbate inequalities and discrimination in education. The principles will provide a normative framework to assess the implications of private schools on human dignity and social justice, and will be used to hold states accountable for their obligations to fulfill and protect the right to education. Key points discussed included the need for private schools to not be a source of segregation, discrimination, and inequalities, and to conform to minimum education standards established by the state. The Guiding Principles are intended to be operational in different contexts and will reflect existing human rights law, promoting education systems governed by the rule of law, accountability, transparency, and participation.
