Summary

Ministry of Power constituted a Committee to look into the manpower requirement of Appellate Tribunal for Electricity (APTEL) and make recommendations to the Government of India. The Committee was formed under the Chairmanship of Member (Economic & Commercial), Central Electricity Authority (CEA), with representatives from APTEL, Ministry of Power, and CEA. The Committee's Terms of Reference were to make recommendations within three months. APTEL was constituted in 2005 to hear appeals against orders of the Central and State Electricity Regulatory Commissions under the Electricity Act, 2003, and comprises a Chairperson, Judicial Members, and Technical Members. The Committee found that APTEL is facing acute manpower shortage, including vacant posts at lower positions, and a lack of technical officers to assist Hon'ble Members, leading to increasing pendency of cases.
