The construction industry's working hours and days worked are compared to other industries using Ministry of Health, Labour and Welfare data. Construction workers work longer hours and more days annually than those in manufacturing and all surveyed industries. Approximately 65% of construction projects have a four-day or less holiday schedule per four weeks. The government's "Work Style Reform Implementation Plan" addresses this by setting limits on overtime work with penalties and including the construction industry, which was previously exempt. Overtime is capped at 720 hours per year, with monthly averages and single months not exceeding 80 and 100 hours, respectively, and no more than six months exceeding the standard 45 hours. After a five-year grace period, these rules will apply to the construction industry, except for disaster recovery projects. The plan includes establishing councils with stakeholders, including clients, to promote appropriate project timelines, fair wages, and two-day weekends, alongside efforts to improve productivity through technology and support for small businesses.
