The presentation and consideration of Senators-elect and Senators appointed to fill vacancies are highly privileged business in the Senate. At the opening of a new Congress, the credentials of Senators-elect for six-year terms are laid before the Senate, and the oath of office is administered. The Senate has adopted forms of suggested certificates for mailing to Governors for their use in filing credentials. The credentials must be signed by the executive of the State and attested by the Secretary of State. Irregularities in certificates may be waived if the material facts are set forth. The Senate does not consider questions arising upon the credentials of a Senator-elect for a term commencing in a succeeding Congress. Credentials submitted before a vacancy existed have been recognized as valid in certain cases.
