Summary

More than 10% of Canadian adults and 26-46% of adolescents and young adults report using cannabis in the past year, with use associated with possible harms. However, the current policy of categorical prohibition may not be effective, and a public health approach focusing on high-risk users and modifiable risk factors may be more beneficial. A review of research evidence suggests that health harms related to cannabis use increase with intensity of use and are associated with factors such as frequency of use, early onset of use, driving after use, and substance potency. The authors propose "Lower Risk Cannabis Use Guidelines" (LRCUG) to reduce health harms from cannabis use, analogous to "Low Risk Drinking Guidelines" for alcohol. These guidelines recommend ways to reduce risks related to cannabis use on an individual and population level.
