4. Comprehensiveness: The ability of health care providers to provide a range of services to meet the needs of patients.
5. Accountability: The ability of health care providers to be held accountable for the quality of care provided.
6. Person-focus: The ability of health care providers to provide care that is centered on the needs and preferences of patients.

Development of the Conceptual Framework

The development of the PHCPI Conceptual Framework involved two key steps:

1. Literature review: A review of the literature on key characteristics and determinants of high-performing PHC systems.
2. Review of existing frameworks: A review of approximately 40 different frameworks and measurement platforms on PHC, health systems, and health scorecards.

Selected Findings from Literature on PHC Determinants

1. Strong PHC systems lead to improved health outcomes: Studies have shown that strong PHC systems lead to improved and more equitable health outcomes, particularly for infants and children.
2. Factors influencing PHC outcomes: Factors such as improved coverage of vaccinations, use of oral rehydration solution and potable water, and socioeconomic characteristics such as women's literacy influence PHC outcomes.

PHCPI Approach to Measurement

The PHCPI approach to measurement involves the selection and validation of indicators to track PHC system performance. The indicators are selected based on their relevance, accuracy, and feasibility.

PHC Vital Signs Indicators

The PHCPI has developed a set of vital signs indicators to track PHC system performance. These indicators include:

1. Access to care: The percentage of the population with access to health care services.
2. Quality of care: The percentage of health care providers who meet minimum standards for quality of care.
3. Continuity of care: The percentage of patients who receive continuous care from the same provider over time.

Performance Benchmarking

The PHCPI uses performance benchmarking to compare the performance of different health care systems and identify areas for improvement. The benchmarking process involves the use of data from multiple sources, including administrative data, surveys, and observational studies.
