- At the World Centre, codification of the Kitab-i-Aqdas, formulation of the Constitution of the Universal House of Justice, and development of gardens surrounding the sacred Shrines continued. "The Baha'i World" Volume XIII was published, and relationships with the United Nations were developed.
- The Hands of the Cause provided constant encouragement to pursue the goals of the Plan and obtain a deeper understanding.

At the conclusion of the third year of the Nine Year Plan, we acknowledge Divine favour sustaining Baha'u'lah's servants worldwide. We affirm confidence in the community's determination and sacrificial efforts to achieve complete victory. Eleven new National Spiritual Assemblies will be formed in 1967.
