REPUBLIC ACT NO. 8297
AN ACT CONVERTING THE MUNICIPALITY OF KABANKALAN INTO A COMPONENT CITY OF THE PROVINCE OF NEGROS OCCIDENTAL, TO BE KNOWN AS THE CITY OF KABANKALAN

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

ARTICLE I: GENERAL PROVISIONS

1. Title. – This Act shall be known as the "Charter of the City of Kabankalan."

2. The City of Kabankalan. – The Municipality of Kabankalan is converted into a component city of Negros Occidental, to be known as the City of Kabankalan. It comprises a territorial jurisdiction defined as follows:

- Bounded by the Municipality of Ilog (NW), Himamaylan (NE), and Ilog (S)
- Extending south along lines 16-17-18-1 to meet the municipality boundaries
- Comprising an area of approximately 697.35 square kilometers (172,400 acres).

ARTICLE II: CITY OFFICIALS IN GENERAL

3. Officials. – The City of Kabankalan shall have a mayor, vice mayor, sangguniang panlungsod (city council) members, and various other city officials, including:
- Secretary to the Sanggunian Panlungsod
- Treasurer and Assistant Treasurer
- Assessor and Assistant Assessor
- Accountant, Budget Officer, Planning Coordinator, Engineer, Health Officer, Civil Registrar, Administrator, Legal Officer, Agriculturist, Social Welfare Officer, Environment Officer, Architect, Information Officer, Cooperatives Officer, Population Officer, Veterinarian, and General Services Officer.

4. Appointments. – Unless otherwise provided, city officials are appointed by the mayor with the consent of the majority of sangguniang panlungsod members, subject to civil service regulations.

ARTICLE III: THE CITY MAYOR AND VICE MAYOR

5. Mayor's Role and Eligibility. –
- The city mayor is the chief executive, elected at-large by qualified voters.
- Eligibility requires being at least 21 years old, a resident for one year prior to election, and a qualified voter.
- Term of office is three years with a minimum monthly compensation corresponding to Salary Grade 30 under Republic Act No. 6758.

6. Powers and Duties. – The mayor:
- Formulates city policies and reports to the sangguniang panlungsod.
- Directs the formulation of the city program of government.
- Exercises powers granted by law, necessary for efficient governance, and incidental to promoting general welfare.
