Summary

The OHCHR seminar discussed the experience of Timor-Leste in using archives for truth-seeking. After gaining independence in 1999, Timor-Leste faced challenges in gathering information due to a lack of education, resources, and specialist capacity, and the destruction of records during the violence. The Commission for Reception, Truth and Reconciliation (CAVR) was established to collect evidence and gather data from various sources, and it successfully created a human rights archive despite limitations. The archive is a unique, multi-media treasury of information, but it still needs support and has significant gaps due to the lack of cooperation from foreign governments. The CAVR archive is being managed and developed by the Post-CAVR Technical Secretariat, which has encountered issues such as capacity building of local staff and the need for ongoing support to contribute to the healing of victims and the building of a culture of human rights.
