Summary

Die historische Erforschung von Normen und Rechten in internationaler Perspektive hat sich in den letzten Jahren belebt, insbesondere bei der Historisierung der Menschenrechte und des humanitären Völkerrechts. Der Begriff "Völkerrecht" transportiert eine Erinnerung an seine ursprüngliche, vorstaatliche Bedeutung als ius gentium. Die meisten Arbeiten zur Völkerrechtsgeschichte des 19. und 20. Jahrhunderts orientieren sich jedoch einseitig an der etablierten Definition der rechtswissenschaftlichen Lehrbücher und betrachten Völkerrecht als Recht zwischen den Staaten. Es gibt jedoch Ansätze, die die Rolle der Staaten als exklusive Protagonisten der Völkerrechtsgeschichte relativieren, wie z.B. die Geschichte des Humanitarismus und der internationalen Entwicklungszusammenarbeit.
