Summary

San Diego struggled for a reliable water supply after several years of drought in the late 1890s, despite having a population of less than 18,000. The city's water needs were met by the San Diego Water Company, which pumped water from wells in the San Diego River, and a wooden flume that brought rainwater from the Cuyamaca Mountains. In 1900, the City Council approved the purchase of the San Diego Water Company and the Southern California Mountain Water Company's distributing system. A 20-mile wooden pipeline was constructed from Otay to San Diego, with branch lines to supply farmers and residents, using 40-inch diameter redwood pipes. The pipeline was completed in 1906 and lasted until 1930, when it was replaced by a cast iron and steel pipeline, by which time the city's population had grown to nearly 148,000.
