The Council of Agriculture has conducted surveys of various animal and plant resources, including mammals, birds, amphibians, fish, and insects, covering the entire island of Taiwan, and has established the "Taiwan Biological Resources Database" to integrate and analyze the data. The council has also participated in international conservation conferences and has sponsored 64 international conservation projects between 1996 and 2002.

In terms of world heritage, Taiwan is not a signatory to the International Convention on the Protection of the World Cultural and Natural Heritage, but the government has still actively participated in international conservation efforts. The Council for Cultural Affairs has promoted the concept of world heritage in Taiwan and has identified 10 potential world heritage sites, including the Lan Yu Island, the Chilan Forest, and the Taroko Gorge.

The council has also participated in the "World Monument Watch" program, which aims to protect and preserve cultural heritage sites around the world. In 2002, Taiwan recommended the "Anping Single-Handed Residential" and the "Wangan Village" in Penghu to be included in the list of 100 most endangered cultural heritage sites, and the Wangan Village was eventually selected as one of the 100 most endangered sites in 2003.

Additionally, the council has collaborated with international organizations, such as the International Council on Monuments and Sites (ICOMOS) and the American Institute for Conservation (AIC), to promote cultural heritage conservation and participate in international activities.
