Summary

The International Centre for Settlement of Investment Disputes (ICSID) received a request for arbitration from Siemens A.G. against the Argentine Republic on May 23, 2002. The Centre acknowledged receipt and informed Siemens that it would not take further action until the prescribed lodging fee was received. After receiving the fee, the Centre transmitted a copy of the request to Argentina and registered the request for arbitration on July 17, 2002. The parties agreed to constitute an Arbitral Tribunal with three arbitrators, but failed to agree on the presiding arbitrator, leading to the Claimant's request for appointment in accordance with Article 38 of the Convention and Rule 4 of the ICSID Rules of Procedure for Arbitration Proceedings.
