Electronic Filing: Mandatory for civil cases, pursuant to Supreme Court Order M.R. 18368
Definitions:
+ Bookmark: link to a different view or page in a document
+ Confidential Record: accessible only to the filing party and their counsel
+ Electronic Filing Manager (EFM): central e-filing service used by Illinois courts
+ Electronic Filing Service Provider (EFSP): web portal that transmits filings through the EFM
Registration and Signatures:
+ Registered users must select and register with an EFSP to access eFileIL
+ Registered users must keep registration information current
+ Electronic signatures are deemed to have been signed pursuant to these Standards
Preparation of the Record on Appeal:
+ Documents must be in Portable Document Format (PDF) with a minimum resolution of 300 DPI
+ Each section of the Record on Appeal must be assembled in volumes of no more than 150 MB
+ External material hyperlinked in any document is not considered part of the document or Record on Appeal
Sections of the Record on Appeal:
+ Common Law Record Section: includes Certification of Record and Table of Contents
+ Report of Proceedings Section: includes Table of Contents with date and type of each proceeding
+ Exhibits Section: includes Table of Contents with party offering the exhibit, exhibit number, and description

Requirements:

All documents must be free of viruses and secure from alteration, destruction, or corruption
Documents must not contain embedded files or code, videos, scripts, tracking tags, or executable files
Table of Contents for each section must contain hyperlinks to facilitate navigation and location of specific documents
Certification of Record or Table of Contents must display circuit court/administrative agency and reviewing court case numbers and the name of the trial judge/administrative hearing officer.
