Summary

Human shields are civilians used to deter enemy attacks on military objectives, and their use is absolutely forbidden under international humanitarian law. The prohibition applies to both forced and voluntary human shields, and parties under attack must take precautions to avoid using civilians as shields. Attackers must also take precautions, including applying the proportionality principle, to minimize harm to civilians. The use of human shields has been observed in various conflicts, including Iraq, Afghanistan, Chechnya, and Israel-Palestine, and can take many forms, including forced and voluntary shields.
